EXECUTIVE COMMITTEE MEMBERS
The VBRC has an Executive Committee made up of local business owners and private-sector leaders who work in partnership with government, civil society, donors, and development partners to meet its mission and strategic goals.
Eliu Luen, Chair
Eliu Luen is the Group Head of Vanuatu Terminal Services Limited , a subsidiary of Airports Vanuatu Ltd. A logistics and freight expert, he has oversight of all VTS operations covering international air cargo security screening, freight forwarding and aircraft ground handling.
He was the first National Coordinator of the VBRC at its conception in 2017. With a strong background in Management and Accounting, Eliu has worked over the past 12 years in both the government and the private sector.

Andrew Bohn, Executive Member
Andrew Bohn is the Chief Executive Officer of Ocean Logistics, a Vanuatu-based company which operates in domestic sea-freight, marine civil works, salvage and wreck removal, and oil spill response and recovery.

Rebecca Bogiri, Treasurer
Dr Rebecca Bogiri is the Climate Finance and Absorption Officer at the Global Green Growth Institute, she is a regional development specialist with over a decade of experience across the public and private sector. She holds a PhD in Economics for the University of International Business and Economics in Beijing, and has led projects in Vanuatu and the Pacific focused on market systems development, gender and climate resilience. Formerly a Senior facilitator with PHAMA Plus and Director of Projects at Pacific Advisory, Rebecca has managed Portfolios exceeding USD 20 Million. She brings deep expertise in strategic partnerships, value chain development, and policy reform, and currently serves as Treasurer of the VBRC.
Corey Huber, Executive Member
Corey Huber is Director of Pacific Consulting Limited, an international development consulting firm based in Port Vila that provides technical assistance and project management services to public, private and non-governmental organisations across the Pacific in the areas of climate change, public governance and private sector development. An active member of the Pacific region’s resilience community, he also serves on the UNESCAP Sustainable Business Network (ESBN) Task Force on Disaster and Climate Risk Reduction and the Pacific Regional Federation of Resilience Professionals (PRFRP). Corey holds an MSc in Public Policy and Management from SOAS, University of London and a BA in Political Science from the University of California, Santa Barbara.

Paul Lenda, Executive Member
Paul Lenda is the Chief Executive Officer of Alt Citizens, a global investment migration firm based in Vanuatu, Digital Advisor for Pacific Advisory, a leading advisory firm in the South Pacific, and Chief Strategy Officer of HASAI 3D, an enterprise—focused AI startup.
Paul also has 13+ years of experience in the blockchain industry, strategy, business development, project management, and copywriting. Paul maintains US, Vanuatu, and Polish citizenship, speaks four languages: English, Polish, Italian, and Spanish, and holds a BS in Business Administration and Finance.

Peter Hudge, Executive Member
Peter Judge is the Director of Economics and Research at Pacific Consulting Limited. Originally from the United Kingdom, Peter first arrived in Vanuatu in 2016 as part of the Overseas Development Institute Fellowship.
Since arriving in Vanuatu, he has worked across various government institutions including the Ministry of Trade, the Vanuatu Tourism Office and the Vanuatu Chamber of Commerce & Industry.
Peter brings expertise in economic development, investment promotion, and tourism development. He holds degrees in Economics from the University of Cambridge and the University of Warwick, and is fluent in Bislama.

Florida Tumulango, Executive Member
Florida Tumulango is the Project Associate (Provincial Coordinator) at the Global Green Growth Institute (GGGI) and previously worked as the Communications Officer at Savvy Vanuatu, a consultancy that specializes in communications, marketing, and project management.
In 2021, she became the first Chairlady of the Vanuatu National Youth Authority, where she has been a strong advocate for youth empowerment and environmental responsibility.
Florida holds a Bachelor of Science and a Master's degree in Climate Change from the University of the South Pacific. Her extensive experience highlights her leadership in community engagement and climate advocacy. Florida is deeply committed to amplifying local voices and driving meaningful change in both the public and private sectors across Vanuatu.
Olivier Fernandez, Executive Member
Olivier Fernandez is the director and founder of Gaston Chocolat, a chocolate and fine flavour Vanuatu grown cacao exporting company based in Port Vila.
Trained as a financial analyst and graduated with honours in finance and business development, Olivier is also a lead consultant on finance/governance and utilities/commodities markets.
Lisa Macalister, Executive member
Lisa Macalister is the Managing Director of Savvy Vanuatu, a consultancy that specializes in Communications, marketing, and project management.
With over a decade of experience, she has led strategic communications initiatives for organisations including the Pacific Aviation Safety Office, the Australian Humanitarian Partnership, and regional governments.
Lisa is an Accredited Business Advisor under the Business Link Pacific program and founder of the Facebook “Living in Vanuatu” page. She brings deep expertise in stakeholder engagement, digital media, corporate communications, and strategic partnerships.
Dr. Christopher Bartlett, Executive Member
Dr. Christopher Bartlett has been living and working in the Pacific Islands for over two decades, and is currently managing the Government of Vanuatu's Climate Diplomacy program. His extensive work with communities, civil society, private sector and governments in the Pacific have shaped his current climate action interests around climate adaptation, biodiversity, development finance and loss & damage. After being awarded a PhD at James Cook University, he joined Nobel Laureate Elinor Ostrom's lab at Indiana University as a post doc focusing on global multidimensional resource management problems. Dr. Bartlett has written dozens of climate policy documents, managed the implementation of multiple national climate change projects, and negotiations on Loss & Damage for the Republic of Vanuatu at the United Nations.
